Abstract

This web annex to the WHO consolidated guidance on tuberculosis data generation and use summarizes the findings of a retrospective evaluation of the WHO DHIS2 case-based package for tuberculosis surveillance, known as the “TB tracker”, implemented in five pilot countries: Ghana, the Lao People’s Democratic Republic, Pakistan, Rwanda and the United Republic of Tanzania. The evaluation examined the relevance, implementation, effectiveness and sustainability of the system, as well as factors that facilitate or hinder successful deployment of digital case-based surveillance systems for tuberculosis (TB). A mixed-methods approach was used, including document reviews, stakeholder interviews and surveys of front-line workers.

The document highlights the contribution of the DHIS2 TB tracker to improving TB recording and reporting, strengthening case-based surveillance, supporting patient management and informing planning, monitoring and policy development. It identifies enabling factors such as strong governance, local implementation capacity, sustained political commitment and integration within national digital health strategies. Challenges related to infrastructure, staffing, internet connectivity, parallel paper-based systems and long-term sustainability are also discussed, together with mitigation strategies and examples of best practices observed across the pilot countries.
