Abstract
This web annex to the WHO consolidated guidance on tuberculosis data generation and use presents the second edition of the checklist for assessing tuberculosis (TB) surveillance and vital registration systems. The document aims to support countries in evaluating whether their surveillance systems can accurately measure TB incidence, mortality and related trends over time, while identifying gaps that limit the quality and completeness of surveillance data. It describes the structure, objectives and implementation of the checklist, including standards and benchmarks for data quality, system coverage and vital registration. The annex also explains the criteria for certification of TB surveillance systems and outlines the role of national TB programmes, external reviewers and WHO in the assessment process.
The checklist includes standards related to case definitions, completeness and consistency of reporting, treatment outcomes, surveillance of drug-resistant TB and HIV-associated TB, childhood TB data, and monitoring of tuberculosis preventive treatment. Updated benchmarks align with WHO guidelines, Sustainable Development Goal indicators and recent advances in TB monitoring and evaluation. The document is intended for use primarily at national level to strengthen surveillance capacity, improve data reliability and support evidence-based TB control and prevention activities.
