Overview of WHO recommendations on HIV and sexually transmitted infection testing, prevention, treatment, care and service delivery

Abstract
This publication provides an overview of the World Health Organization’s updated recommendations issued in 2025 on HIV and sexually transmitted infection (STI) testing, prevention, treatment, care and service delivery. Developed in response to evolving evidence and changing global health and financing contexts, the document summarizes new and revised guidance intended to improve health outcomes, expand equitable access to services and strengthen integrated, people-centred approaches to care. It addresses HIV prevention, antiretroviral therapy optimization, tuberculosis prevention, advanced HIV disease management, infant feeding and prophylaxis, STI screening and mpox-related HIV care, with particular attention to adolescents, key populations and underserved groups.
The document outlines recommendations on long-acting HIV prevention options, simplified testing approaches, integrated service delivery models and strategies to strengthen adherence and continuity of care. It also discusses the integration of HIV services with mental health care and management of noncommunicable diseases such as hypertension and diabetes. In addition, the overview presents approaches for monitoring implementation through routine health information systems and digital tools, and summarizes WHO guidance for sustaining priority HIV, viral hepatitis and STI services amid funding constraints and shifting global health priorities.
