Abstract
Monitoring the dissemination, use and impact of WHO guidelines and other normative products presents 10 case studies describing how WHO technical programmes monitor the reach, adoption, implementation and effects of guidelines, technical packages and other normative products at country level. The publication supports WHO’s efforts to strengthen accountability, evaluation and learning related to normative work, in line with the Thirteenth and Fourteenth General Programmes of Work. It examines approaches used across a range of public health areas, including tuberculosis, HIV, nutrition, reproductive health, antimicrobial resistance, road safety and pharmaceutical regulation.
The case studies describe monitoring systems, indicators, databases, dashboards, surveys and country review processes used to assess dissemination, policy uptake, implementation and contribution to health outcomes. The document also discusses methodological and operational challenges, including data quality, attribution of impact, survey fatigue and resource limitations, and outlines possible actions to improve monitoring practices.
