Tuberculosis and primary health care: synergies and opportunities towards universal health coverage: policy brief

Abstract

This policy brief examines the synergies between tuberculosis (TB) programmes and the primary health care (PHC) approach in advancing universal health coverage (UHC) and achieving the targets of the WHO End TB Strategy and the Sustainable Development Goals. It outlines how PHC-oriented health systems can strengthen TB prevention, diagnosis, treatment and care through integrated health services, multisectoral action, and the empowerment of individuals and communities. The document highlights the persistent global burden of TB, the influence of social determinants such as poverty and undernutrition, and the need for people-centred and equitable health systems that reduce financial hardship and improve access to quality care.

The publication analyses the alignment between the pillars of the End TB Strategy and the core components and operational levers of PHC. It discusses opportunities and barriers related to governance, financing, workforce capacity, service integration and community engagement, and presents examples of integrated approaches to TB and comorbidities, child and adolescent health, and lung health. The brief is intended to support policy-makers, programme managers and partners in identifying country-specific pathways for aligning TB responses with PHC-oriented health system strengthening efforts.
