Abstract
This consultation report summarizes discussions convened by the World Health Organization in June 2024 to advance the development of metrics, criteria and validation processes for tuberculosis (TB) elimination. Building on the WHO End TB Strategy and the 2014 TB Elimination Framework, the report responds to growing demand from Member States for updated guidance on assessing progress towards TB elimination and validating achievements at national and subnational levels. It outlines the rationale for revising existing approaches, recognizing the epidemiological, operational and social complexities that distinguish TB from other communicable diseases targeted for elimination.
The report presents the outcomes of expert consultations informed by mathematical modelling, stakeholder dialogue and consensus-building exercises. Key topics include proposed indicators for TB elimination, approaches to measuring transmission, considerations for vulnerable populations, drug-resistant TB and paediatric TB, and the design of a governance structure for certification and validation. Discussions also address implementation challenges across regions, the importance of surveillance systems, human rights, equity, community engagement and political commitment. The report concludes by identifying priorities for refining the TB Elimination Framework and operational guidance to support countries in progressing towards elimination goals.
