Abstract

The TDR results 2023 report: measuring for improvement presents the achievements of the UNICEF/UNDP/World Bank/WHO Special Programme for Research and Training in Tropical Diseases (TDR) during 2023 and reviews progress across its 2018–2023 strategic period. Using a results-based performance framework, the report assesses progress against technical objectives, organizational core values and management indicators. It documents how research, capacity strengthening and stakeholder engagement contributed to the generation and application of evidence for the prevention and control of infectious diseases of poverty, particularly in low- and middle-income disease-endemic countries. The report highlights examples of research translated into policy and practice, including contributions to visceral leishmaniasis elimination efforts, malaria control, tuberculosis initiatives, antimicrobial resistance programmes and emergency preparedness activities.

The publication also examines progress in strengthening institutional and individual research capacity, promoting equitable partnerships, supporting open and accessible research, and advancing gender and socio-economic equity. It reviews collaboration with global, regional and national stakeholders, the development of research tools, training programmes and data-sharing platforms, and TDR’s role in research priority-setting initiatives. The report concludes with an assessment of management performance, lessons learned and considerations informing the Programme’s 2024–2029 strategy.
